Garden City is a narrow strip along the Boise River with the Greenbelt running its full length. Riverfront homes and the newer waterfront builds sit close to the water over shallow groundwater. Sump pits here run in spring whether or not it rained.

The housing splits hard: pre-1970 single-family and several mobile home parks on one side, new townhomes and condos on the other. Manufactured homes carry their own drying problem: the belly wrap holds water against the underside of the floor and will not release it until it's opened up.
