What the work involves
The actual scope, in the order it matters. If a step is missing from someone’s bid, ask them why.
- Contain the affected area and set negative air so contaminated aerosols do not move into clean space during removal.
- Extract the waste water with dedicated equipment that never goes back on a clean-water job.
- Remove the porous materials it contacted: carpet and pad, drywall to a cut line above the water, insulation, particleboard, and cabinet toe kicks.
- Clean and apply an EPA-registered antimicrobial to the remaining structure, then dry it to the standard and verify with readings.
- Document the source and the affected boundary for the claim, including whether it was a main line backup, a septic failure, or a toilet supply break.
A clean-water toilet overflow onto tile is not a Category 3 job and we will say so on the phone rather than bill you for one. What we will not do is negotiate the carpet. Carpet and pad contacted by Category 3 water go, whatever they cost and however new they are, because no in-place method reliably decontaminates them and nobody can prove afterward that it worked.

In the late 1990s Star was an agricultural town of a few hundred people. It has been one of the fastest-growing cities in Idaho since, and post-2005 construction covers nearly every address we work, a large share of it post-2020. The failures are new-construction failures: fittings that were never fully crimped, angle stops, and appliance connectors.
The Boise River runs along Star's south edge, and the older acreage north of Highway 44 is still on gravity irrigation. Crawlspaces on those parcels load with ground moisture all summer, which is a different problem than the subdivision calls a mile away.
On a home still inside its builder warranty window we document the source separately from the damage. Who pays for the failed fitting and who pays for the drying are two different conversations, and mixing them costs the homeowner time.

Can I clean it up myself?
A small overflow of clean toilet water on tile, yes. Anything from the waste side of the plumbing carries bacteria, viruses, and parasites, and standard cleaning does not decontaminate carpet, pad, or drywall. It just makes the surface look clean. Category 3 work requires PPE, containment, and removal of the porous material.
Does the carpet really have to go?
Yes, and the pad with it. Carpet contacted by Category 3 water cannot be reliably decontaminated in place, and the pad holds contaminated water like a sponge. Hard surfaces, framing, and structurally sound subfloor are cleaned and stay.
Is a sewer backup covered by insurance?
Not by default on most homeowner policies. Backup of sewer or drain is typically a separate endorsement you have to add, and it usually carries its own limit. A break on the supply side or an overflow from an interior fixture is often treated differently. The source line in our scope is written precisely, because the source is what determines coverage.
